Another set of team handball rules was published on 29 October 1917 by Max Heiser, Karl Schelenz, and Erich Konigh from Germany.

Schelenz worked as a sport teacher in Berlin and in Flensburg. As an author, he wrote books on the modern sport of handball and in 1920 created the modern rules of that game. In 1916 and in 1917, he was the German champion in long jump. He was third in the German championship in high jump.
